To conduct a synthesis study about such personalities of the Romanian and Greek history, in general of the Southeastern Europe history, included in a Balkan context of the political international relations from the late eighteenth century – early nineteenth century, as it was for the Phanariotes princes Ypsilanti, Mavrocordat, Rosetti, etc. is not only current but also necessary. Based on our research for many years (in archives and libraries in Moldova, Romania, Russia, Greece, Poland, France), which were crowned with publishing a series of articles and monographs, I reached the conclusion that the history of foreign policy of the Romanian Principalities is actually the history of ties between the families of Phanariotes princes and the great powers of that time (primarily highlighting the personality of two "chospodars" of the Principalities – Alexander & Constantine Ypsilanti), and this history is as contradictory, as it is widely unknown for many readers and even some historians, since it represents a distinct period in the history of the Southeastern Europe. Therefore, our approach fits the “rehabilitation” of the “biographical” approach of the historical process.
